Abstract
The International Telegraph and Telephone Consultative Committee (CCITT) of the International Telecommunications Union (ITU) has, over the years, provided those standards necessary to permit effective international connection of various telecommunications services and facilities. With the advance of technology, the facilities requiring interconnection have become more and more elaborate and complex. Past techniques for the development of standards no longer suffice. It is no longer sensible to identify particular problems, isolate them and construct standards (CCITT Recommendations) to meet the specific needs. A broad spectrum and coordinated collection of interrelated Recommendations is now essential.
