In most applications, the d’Hondt formula tends to favour the bigger parties, while the Sainte Laguë formula is a little fairer. In like manner, when used in PR-list systems, the Hare quota is fairer than the Droop-Lijphart, 1994, p 158. With PR-STV, however, the Droop quota allows for more transfers-Lakeman, p 147. Similarly, in QBS, Droop gives smaller parties a greater chance of success in the earlier stages of the count.
