Abstract
In order to know whether the international environment is becoming less benign for democratisation this article argues that we must first establish how we would know if such a trend is happening or not, before going on to what it means and the implications for democratisation. Although the answer to the headline question is probably a qualified yes, more analytical and much empirical research is needed to compare the international context for democratisation on the one side and authoritarian resilience or resurgence on the other.
