Die „Domestizierung“ französischer Europapolitik

Zusammenfassung

Französische Europapolitik wird häufig in einer realistischen Tradition der Außenpolitikanalyse als „große Politik“ mehr oder minder großer Staatsmänner analysiert. Den Analysen liegt, meist implizit, die Annahme zugrunde, dass die Europapolitik von der Persönlichkeit, den Ideen und Überzeugungen der jeweiligen Staatspräsidenten dominiert sei. Dank ihrer zentralen Stellung im außenpolitischen Entscheidungsprozess der V. Republik (Kimmel 1989) prägen sie der Europapolitik ihren Stempel auf und besitzen eine hohe Autonomie gegenüber gesellschaftlichen Einflüssen. Sie können die Europapolitik des Landes entlang langfristiger strategischer Interessen ausrichten, die sich nicht zuletzt aus der Lagerung Frankreichs im internationalen und europäischen System ergeben.
