Als Präsident George W. Bush am 20. September 2001 den amerikanischen „Krieg gegen den Terror“ ausrief, stellte er zugleich klar, dass dies neben der Warnung an feindliche Regime auch konkrete Auswirkungen auf die engsten Verbündeten — alt und neu — der Vereinigten Staaten haben würde. So stellte der amerikanische Präsident sämtliche Staaten der Welt vor die Wahl: „Every nation, in every region, now has a decision to make. Either you are with us, or you are with the terrorists“ (Bush 2001). Präsident Bush betonte dabei, dass die Bekämpfung des internationalen Terrorismus nicht allein Amerikas Angelegenheit sei, sondern dieser alle pluralistischen und freien Nationen gleichermaßen bedrohe. Neben militärischen Aktionen im Zuge der Operation Enduring Freedom sollten auch die polizeiliche und geheimdienstliche Zusammenarbeit zwischen den USA und den Mitgliedern der Anti-Terror-Allianz verhindern, dass der internationale Terrorismus weiterhin über Territorium und Finanzquellen verfügen würde.
