Abstract

In 2001 Russia finally ceased to challenge the West on the international scene. Since then the Europe’s Russia problem stems from the fact that, unlike Ukraine, Belarus or Moldova, this country can not be considered a potential member of the European Union (EU) but, at the same time, can not be simply excluded from the European economic and political space. This duality provokes the EU to carry out very complex policy, neither calling Moscow to eventual membership, nor leaving it to its own devices while it conducts economic, political and societal reforms.

The title of this Risk Report was inspired by Dmitry Trenin’s “Russia’s China Problem” (M.: Carnegie Moscow Center, 1999) in which he offered a unique analysis of the risks and opportunities of Russia and China’s neighborhood.
