Zusammenfassung
In den vergangenen Jahren ist Staatsbürgerschaft wieder zu einem zentralen Thema geworden. Dies gilt nicht nur für praktisch-politische Fragen wie dem Zugang zu Gesundheitssystemen, Bildungsinstitutionen und dem Wohlfahrtsstaat im Allgemeinen, sondern ebenso für traditionelle soziologisch-theoretische Diskussionen über die Bedingungen sozialer Integration und der gesellschaftlichen Gemeinschaft, für die die Institution der Staatsbürgerschaft konstitutiv ist. Diese soziologischen Debatten beginnen in der Regel mit einer Analyse des von T.H. Marshall entwickelten konzeptionellen Rahmens der Staatsbürgerschaft. Der vorliegende Aufsatz überprüft die Einwände, die gewöhnlich gegen Marshalls Konzept der Staatsbürgerschaft und das der Bindestrichgesellschaft erhoben werden, und kritisiert den in der Marshallschen Tradition entwickelten einheitlichen Charakter des Konzepts. Wie dessen etymologische Entwicklung nämlich zeigt, gibt es in der Tat einige klar voneinander unterscheidbare Formen der Staatsbürgerschaft. Als Gegenentwurf zu Michael Manns Theorie der Staatsbürgerschaft werden im Folgenden Deutschland, Frankreich, Holland, England und die Vereinigten Staaten miteinander verglichen. Auf dieser Grundlage lassen sich zwei entscheidende analytische Dimensionen identifizieren.
