Abstract
In the period 1994–2001, the implementation of the water regulatory reform in Italy progressed relatively slowly. Regional government kept postponing the adoption of the reform for some years, while local governments embarked in lengthy negotiations on the definition of the forms and territorial boundaries of the new sub-national water regulatory authorities. The implementation of the reform proceeded at a different pace over the country, however. In part of Tuscany, favorable circumstances resulted in the award of the first water franchise in the country, in 1999.
