Qualimetric Road Assessment in Strategic Development

Abstract

The article considers the issues of innovative approach to motor road research using qualimetry methods, which give a quantitative assessment of the quality of road functioning in strategic development in accordance with the passport of the national project “Safe and quality roads.” The strategic development of the automobile and road sector in Russia is associated with the change in the structure of motor vehicles (MVs) production in all segments in accordance with the “Strategy for the development of the automotive industry of the Russian Federation for the period up to 2025,” approved by order of the Government of the Russian Federation dated 28.04.2018 No. 831-r. and the implementation of the departmental project of the Ministry of Transport of Russia “Digital Transport and Logistics” as a part of the national program “Digital Economy of the Russian Federation.” Modern trucks are represented by a very wide range and differ in the patterns of application of load from the car through the contact with the road pavement. Motor vehicles are distinguished by the number of axes and distances between the axes, the number of wheels on the axis and the distances between the wheels, loads transmitted to the coating from each wheel. In addition, the axles of the vehicles may be single or in the form of multi-axle bogies, and the load-taking road pavement may have different stiffness.

A technique for determining design values of elastic deflection of non-rigid road pavement using a real road structure loading scheme, methods of elasticity theory and software is proposed. Thereby the ratio of the measured actual elastic deflection according to the standard to the calculated value determines the strength factor, which is an integral qualimetric indicator of the solidity of roads in their life cycle. This makes it possible to assess the aptitude of roads for heavy vehicles and to adjust the frequency of inter-repair periods in order to optimize financial costs.
