Abstract
Asset-based community development (ABCD) is a necessary antecedent to authentic co-production, since there are certain issues that citizens, their families and communities are best placed to resolve themselves; certain others that require the support of outside actors; and yet others that necessitate outside actors doing something for the community that the community cannot do alone, or even with help. ABCD is the process by which these three levels of change can be negotiated to effect a more just and inclusive social order. ABCD is aligned to the principles of subsidiarity, wherever and whenever possible: issues are dealt with at the most local level to ensure that no larger entity takes on functions that could be discharged by a smaller more localised entity.
