This chapter focuses on the report of the Seebohm Committee, which options it considered, and the issues and intrigues which led to its conclusions that were to largely provide the framework for the statutory personal social services in England and Wales.

    The reference throughout the Seebohm Report is to a social service department, not a social services department, although the plural is always used for the personal social services. Why? It may have been because a major thrust of the Committee’s argument and intention was to emphasise unification and integration across the personal social services and possibly this was seen to be signalled and exemplified by describing a single social service department. The 1970 Local Authority Personal Social and Allied Services Act which implemented the Seebohm Committee’s recommendations, however, referred to social services and not social service, so the new departments became social services departments.
