Abstract

Purpose/Tasks: The purpose of the article is to evaluate the economic and legal problems of implementing state and municipal procurement in the modern conditions. According to the OECD, procurement for state and municipal needs (Public procurement) account for 12% of GDP in the OECD members. According to the Deputy Minister of Economic Development of the RF, procurement for state and municipal needs, together with procurement of government corporations, account for 25% of GDP, reaching RUB 30 trillion.

According to the set purpose, the authors formulate and solve the following tasks: general evaluation of the state of the system of organization of state and municipal procurement, analysis of the legal basis of implementation of procurement, determination of the problems of transparency of procurement for state and municipal purposes, imperfection of evaluation of effectiveness of state and municipal procurement, and transfer of the contractual system into the electronic form.

Methodology: The authors use the methods of normative and legal analysis and evaluation of the modern situation in the sphere of state and municipal procurement, as well as comparison, analogy, and logical analysis.

Results: In the modern world of hi-tech, organization of the process of supplies for state and municipal purposes acquires high importance. State is one of the largest customers in the market of commodities and services, so contracts for supplies are very attractive for the private sector. However, the existing problems that accompany implementation of the process of procurement do now allow ensuring equal access to entrepreneurs to this market. The authors systematize the main problems in this sphere.

Conclusions/Significance: Peculiarity of this work consists in systematization and complex substantiation of the current processes of informatization – primarily, in the sphere of organization of state and municipal procurement.
