Abstract
The New Public Management reforms movement affected Turkish public management as it did many other democratic governments in the world. Both central government institutions and local government institutions have been subject to this managerial reform movement. Significant changes have been made in the responsibilities of many central government agencies and local government agencies in Turkey. Perhaps, the most remarkable changes concerning legal regulations were on local government performance and accountability through the use of strategic planning. For public institutions (especially for municipalities with more than 50,000 inhabitants), strategic planning has been a legal requirement since 2006 in Turkey.
This chapter examines primarily characteristics and patterns of strategic planning in Turkey. It focuses on the strategic planning perceptions and expectations of civil servants by analyzing the strategic planning process in selected municipalities through a survey conducted in several municipalities. Our main focus was on measuring the level of awareness regarding the basic steps of strategic planning, understanding how the prepared strategic plan covers the work of the municipality and questioning whether the implementation of a strategic plan is revised for development purposes.
