Abstract
The pairing in technology institutes worldwide of technological innovation and development seems a straightforward and logical combination. Nonetheless, years of experience in development – with all its obstacles and barriers, as well as its opportunities and success stories – have shown that creation and implementation of innovation require a far more complicated mix of ingredients, in which innovation interacts with a societal framework and with a given rationale for development. That is to say that the development dynamic depends on multiple innovations, in technology, society and culture, the environment, politics and institutions. The technicist approach to development needs to be set aside in favour of a process that takes account of the active role played by different stakeholders in defining their own society. This implies the possibility of constituting an endogenous social plan rather than relying solely on an exogenous model. The end result is true acceptance and ownership of innovation, a core ingredient of social, economic or institutional sustainability in the processes for local change.
