Abstract
Soil and groundwater pollution by toxic chemicals has become a major issue in recent years in Japan. In 1994, 232 cases of soil contamination were reported, and major contaminants were organochlorine compounds such as trichloroethylene (TCE), tetrachloroethylene (PCE) and heavy metals (Environment Agency of Japan, 1995). The Environment Agency of Japan formulated the Environmental Quality Standards for soil in February, 1994, to protect human health and conserve the natural environment, and adopted the following values: TCE, 0.03 milligrams per liter (mg/1); PCE, 0.01 mg/1; and 1,1,1-trichloroethane (TCA): 1 mg/1. The standards are basically applied to all kinds of soil.
