Abstract

Research Assistant Om P. Agarwal prepared this case under the supervision of Professor John B. Miller as the basis for class discussion, and not to illustrate either effective or ineffective handling of infrastructure development related issues. The facts in this case have been altered for the purpose of considering the procurement strategy issues in an educational setting. The assistance of Roy W.
