Abstract
As many Estonian police structures were reformed from Soviet militia, law enforcement has gone through significant reforms for today from changing its philosophy from police force to police service to cutting the number of police management regions from 17 to 4 and merging police, border guard, and migration services in 2010 into one single institution. A similar dynamic has been the development of other parts of law enforcement as well, making Estonia a good example for future police reforms in post-totalitarian states. The reforms were supported by high public trust rate towards the law enforcement and relatively well-established NGO movement in the security area (the Neighborhood Watch movement).
