Abstract
Electrons in the presence of a uniform neutralizing background charge that fixes their density, should localize into a Wigner solid whenever the potential energy between localized electrons dominates the kinetic energy. Suggested in 1934 by Wigner[1], and undoubtedly firmly established from a theoretical point of view, the direct experimental observation of a Wigner crystal has been difficult. The only unambiguous observation was in a system of two-dimensional electrons trapped on the surface of liquid He [2].
