Abstract

There is not a single, and universally accepted, definition of the word “terrorism”. It is important to consider that political considerations can be brought to bear in the definition of “terrorism”, as one person’s “terrorist” can be another person’s “freedom fighter”. However, functional definitions of “terrorism” are required by the legal and law enforcement communities, even should a debate rage about the usage and application of the word.
