Abstract
Many health service reports have advocated the development of clinical care evaluation. These include the Cogwheel reports, the Brotherston report in Scotland and the Royal Commissions on Medical Education and the National Health Service. Despite these recommendations little real progress has been made either at a local or at a national level.
