Abstract

In the UK the work of many voluntary and community organisations is brought together on a locality basis under the umbrella of a Council for Voluntary Services (CVS). So a CVS seeks to respond to the collective needs of the many voluntary groups in a geographical area (often roughly coterminous with a local authority) and to act as a single voice for them, especially in discussions with statutory bodies. This chapter gives an account of some work to shape a forward plan that was conducted with a specific CVS—we shall call it ‘Caldburn CVS’ to preserve its anonymity—located in North-West England. The development of the plan revealed some dysfunctional characteristics of the CVS operation, and these were addressed in a supplementary study that is also reported here.
