Abstract

The United States is criticised frequently for employing essentially nationalistic policies in dealing with its balance of payments problems. Bankers in this country, in particular, have accused the United States of benign (and even malign) neglect in its external economic and financial policies. They believe that the United States has not taken its international economic and financial responsibilities seriously.
