Abstract

Fisheries represent an important component of the renewable natural resources (RNR) sector of many developing countries; a sector which forms the basis of the livelihoods of many thousands of rural people. It is also generally recognised that most of the fish is landed and consumed by small-scale fishers and their households, who are considered to be among the poorest members of society in these countries, or in other words, highly vulnerable to poverty (Smith 1981, Panayotou 1985, Platteau 1989).
