Der Neo-Funktionalismus ist zweifellos der Urvater der empirischanalytischen (im Gegensatz zu den normativen) Theorien europäischer Integration. Er nimmt dazu die wesentlichen analytischen Elemente des Funktionalismus vor allem von David Mitrany auf (nicht zuletzt die „doctrin of ramification“, den konzeptionellen Vorläufer des „spill-over“), entwickelt diese zu einem Hypothesen generierenden Ansatz weiter, verwirft aber die normative Teleologie des Funktionalismus, insbesondere dessen strikte Begrenzung auf Kooperation in technischen, im wesentlichen apolitischen Fragen. Der Neo-Funktionalismus entwickelte sich damit zum zentralen Referenzpunkt der integrationstheoretischen Debatte der Nachkriegsjahrzehnte; sei es als Fundament, auf dem aufgebaut werden konnte, oder aber als Eiche, an der sich die (kritischen) Eber rieben. Ernst Haas’ zentrales Werk, „The Uniting of Europe“ (Haas 1958) gehört zu den am meisten (unterstützend wie kritisierend) zitierten Werken der Integrationstheorie.
