Safety standards usually require a programming language subset to be in place, but leave this up to the project or certifying authority to define it. Typically, language subsets are put together on a theoretical basis, i.e. picking and choosing from or extending existing coding standards, or analysing language vulnerabilities. We advocate a different and perhaps complementary approach based on the ISO 9126 standard.
