We are pleased to announce a number of changes regarding our editorial board, our advisory board, the new manuscript submission system as well as the Gero Erdmann Award for Comparative Area Studies.

1 Editorial Board

We would like to welcome Professor Dr. Annette Elisabeth Töller ¹ to our editorial board. She received her PhD from the Technische Universität Darmstadt in 2000. Her dissertation topic was “Comitology. Analyzing the administrative cooperation within the comitology committees of the European Union from the perspective of integration, control and democratic theory using the example of environmental policy” (Töller 2002). Following her PhD, she held research positions in Hamburg, Cambridge (MA) and Erfurt before joining the FernUniversität Hagen. Since 2009, Ms. Töller holds the chair in “Political Science III: Policy Analysis and Environmental Politics” at the FernUniversität Hagen. In 2008, she qualified as a university lecturer at the Helmut-Schmidt University/University of the Federal Armed Forces Hamburg. Her thesis addressed the following topic: “Why do states cooperate? Cooperative environmental policy in the shadow of hierarchy” (Töller 2012). Her research interests include policy analysis (with a particular focus on environmental policy, voluntary regulation, policy effects of direct democratic processes and europeanization of policies) as well as questions pertaining to public administration (with a particular focus on European administrative structures and privatization of governance in general and hospital treatment orders in particular²). We are very happy that Ms. Töller – a renowned and active political scientist – agreed to join our editorial board. We will particularly benefit from her expertise in the field of policy research.

In addition, since the fall of 2015, Oliver Schlenkrich has been supporting the editorial team at Comparative Governance and Politics with regard to finalizing the manuscripts once they have been accepted for publication. He is research assistant at the Chair in Comparative Politics and Systems Research at the University of Würzburg.

2 Scientific Advisory Board

In addition, we are very pleased to welcome three internationally renowned colleagues as new members of our scientific advisory board: Jørgen Elklit, Leonardo Morlino and Fernando Vallespín.

Jørgen Elklit is professor of political behavior and political attitudes at the department of Political Science at Aarhus University since 2000. He is an internationally acknowledged expert in his fields of interest, namely the analysis of electoral systems and their administrative implementation, electoral behavior, political party membership and democratization. He has a particular regional expertise on Sub-Saharan Africa. Here (and later on in Bosnia and Herzegovina), Elklit acted as international advisor of high-ranking international commissions (such as the OSCE and UNDP) on electoral systems. His extensive list of publications includes 20 books as well as numerous articles in Representation, Democratization, Journal of Democracy, Electoral Studies, European Journal of Political Research, Scandinavian Political Studies, Commonwealth & Comparative Politics, American Journal of Political Science and Journal of African Elections. Key books published in English include “Electoral Systems for Emerging Democracies: Experiences and Suggestions” (Elklit 1997) and “Challenges of Conflict, Democracy and Development in Africa” (Matlosa et al. 2007).

Leonardo Morlino is professor of Political Science at the Scuola di Governo (LUISS) in Rome (Italy). Morlino is one of the most eminent political scientists in the field of democracy research. Between 2009 and 2012, he was president of the IPSA and is member of a number of scientific advisory boards of other renowned journals (including Journal of Democracy and International Political Science Review). His research interests include the measurement of democracy, democratization, rule of law as well as party systems. His regional expertise is on South Eastern Europe. Several of his numerous publications have become a standard reference in the field including his monographs “Changes for Democracy. Actors, Structures and Processes” (Morlino 2011) and “Democracy between Consolidation and Crisis. Parties, Groups, and Citizens in Southern Europe” (Morlino 1998) as well as the edited books “Assessing the Quality of Democracy” (Diamond and Morlino 2005) and “International Actors, Democratization and Rule of Law” (Magen and Morlino 2008).

Fernando Vallespín is professor of Political Science at the Universidad Autónoma de Madrid (UAM) in Spain and one of the most visible political scientists of his country. Between 2004 and 2008, he was president of the Centro de Investigaciones Sociológicas, the leading institute of empirical social scientific research in Spain. Since 2013, Vallespín is president of the Spanish Association of Political and Administrative Science (AECPA). Like Jørgen Elklit, he is a member of the current IPSA executive committee. His main expertise lies in political theory. His six-volume work on the history of political theory (Historia de la Teoría Política) is one of the key works in this field (Vallespín 1990–1995). In addition, Vallespín has made authors such as Jürgen Habermas, John Rawls and Niklas Luhmann accessible to the Spanish-speaking scientific community by publishing books on the respective authors or by translating their work (as in the case of Luhmann’s “Political Theory in the Welfare State”).

3 Editorial Manager

Since late April 2016, you can submit your manuscript online to Comparative Governance and Politics via Springer’s new online submission system. From now on, all new submissions – i. e. manuscripts for peer review, in-depth literature reviews as well as reviews of books and articles – will be managed through this system. Authors as well as reviewers should register for an account online. The website also provides our instructions for authors. Before submitting a paper to Comparative Governance and Politics, please ensure that your manuscript complies with these guidelines. 4 Gero Erdmann Award for Comparative Area Studies

Finally, we would like to draw your attention to the fact that the Gero Erdmann Award for Comparative Area Studies – Comparative Governance and Politics’ award for outstanding young researchers – will be awarded for the first time at this year’s annual conference of the German Political Science Association in Heidelberg.

wir wollen Sie an dieser Stelle auf eine Reihe erfreulicher Entwicklungen aufmerksam machen, die unser Redaktionsteam, unseren Beirat, das neue Verfahren zur Einreichung von Manuskripten sowie den „Gero-Erdmann-Preis für vergleichende Area-Forschung“ betreffen.

5 Redaktionsteam

Zunächst einmal möchten wir Professorin Dr. Annette Elisabeth Töller ³ herzlich in unserem Redaktionsteam willkommen heißen. Nach ihrer Promotion im Jahr 2000 zu „Komitologie – Eine integrations-, steuerungs- und demokratietheoretische Untersuchung der Verwaltungskooperation in den Durchführungsausschüssen der Europäischen Union am Beispiel der Umweltpolitik“ (Töller 2002) an der TU Darmstadt gelangte sie nach Stationen in Hamburg, Cambridge, MA und Erfurt an die FernUniversität in Hagen. Dort ist Frau Töller seit 2009 Inhaberin des Lehrstuhls „Politikwissenschaft III: Politikfeldanalyse und Umweltpolitik“. Habilitiert hat sie 2008 an der Helmut-Schmidt-Universität/Universität der Bundeswehr Hamburg zum Thema „Warum kooperiert der Staat? Kooperative Umweltpolitik im Schatten der Hierarchie“ (Töller 2012). Zu ihren Forschungsschwerpunkten zählen die Politikfeldanalyse (hier insbesondere Umweltpolitik, Freiwillige Regulierung, Policy-Effekte direktdemokratischer Verfahren und Europäisierung von Policies) sowie verwaltungswissenschaftliche Fragen (insbesondere europäische Verwaltungsstrukturen und die Privatisierung von Staatstätigkeit im Allgemeinen und Maßregelvollzug im Besonderen⁴). Mit Frau Töller ist es uns gelungen, eine engagierte und renommierte Politikwissenschaftlerin für unser Redaktionsteam zu gewinnen, die uns vor allem im Bereich der policy-Forschung eine große Stütze sein wird.

Zudem unterstützt Oliver Schlenkrich, wissenschaftlicher Mitarbeiter am Lehrstuhl für Vergleichende Politikwissenschaft und Systemlehre an der Universität Würzburg, seit Herbst 2015 die redaktionelle Arbeit der ZfVP, insbesondere im Hinblick auf die Finalisierung der Manuskripte nach ihrer Annahme durch die Redaktion.

6 Wissenschaftlicher Beirat

Des Weiteren freuen wir uns sehr über die Erweiterung unseres wissenschaftlichen Beirats durch die drei international hochgeschätzten Kollegen Jørgen Elklit, Leonardo Morlino und Fernando Vallespín.

Jørgen Elklit ist seit 2000 Professor für Politische Partizipation und politische Einstellungen im Department of Political Science der Aarhus University in Dänemark. Er ist international ausgewiesen in seinen Spezialgebieten, der Analyse von Wahlsystemen und ihrer administrativen Umsetzung, Wahlverhalten, der Erforschung von Parteimitgliedern sowie der Demokratieforschung im Allgemeinen. Dabei liegt seine besondere Regionalexpertise in Sub-Sahara Afrika. Hier (aber auch später etwa in Bosnien-Herzegowina) hat Elklit bei der Entwicklung von Wahlsystemen als Berater in hochrangigen internationalen Kommissionen (wie OSZE und UNPD) mitgewirkt. Die Vielzahl an einschlägigen Publikationen umfasst 20 Bücher sowie zahlreiche Zeitschriftenbeiträge u. a. in Representation, Democratization, Journal of Democracy, Electoral Studies, European Journal of Political Research, Scandinavian Political Studies, Commonwealth & Comparative Politics, American Journal of Political Science, Journal of African Elections. Zu seinen zentralen englischsprachigen Werken zählen „Electoral Systems for Emerging Democracies: Experiences and Suggestions“ (Elklit 1997) und „Challenges of Conflict, Democracy and Development in Africa“ (Matlosa et al. 2007).

Leonardo Morlino ist Professor für Politikwissenschaft an der Scuola di Governo (LUISS) in Rom (Italien). Morlino zählt zu den bedeutendsten Politikwissenschaftlern aus dem Bereich der Demokratieforschung. Von 2009–2012 war er Präsident der IPSA und ist Mitglied einer ganzen Reihe von Wissenschaftlichen Beiräten anderer renommierter Journals (z. B. Journal of Democracy, International Political Science Review). Zu seinen Forschungsschwerpunkten zählen Demokratiemessung, Demokratisierungsprozesse, Rechtsstaatlichkeit sowie die Parteiensystemforschung, seine Regionalexpertise ist hierbei insbesondere im südeuropäischen Raum zu verorten. Unter seinen zahlreichen Publikationen zählen seine Monographien „Changes for Democracy. Actors, Structures and Processes“ (Morlino 2011) und „Democracy between Consolidation and Crisis. Fernando Vallespín ist Professor für Politikwissenschaft an der Universidad Autónoma de Madrid (UAM) in Spanien und einer der sichtbarsten Politikwissenschaftler seines Landes. Von 2004 bis 2008 war er Präsident des Centro de Investigaciones Sociológicas, dem führenden Institut für empirische Sozialforschung in Spanien. Seit 2013 ist Vallespín Präsident der Spanish Association of Political and Administrative Science (AECPA) und wie Jørgen Elklit Mitglied im aktuellen Exekutivkommittee der IPSA. Die Expertise von Fernando Vallespín liegt im Bereich der Politischen Theorie. Die sechsbändige Ausgabe zur Geschichte der Politischen Theorie (Historia de la Teoría Política) ist eines der wichtigsten Werke in diesem Bereich (Vallespín 1990–1995). Zudem hat Vallespín Autoren wie Jürgen Habermas, John Rawls und Niklas Luhmann der spanischsprachigen Wissenschaftsgemeinschaft zugänglich gemacht durch entsprechende Bücher oder Übersetzungen (wie im Falle von Luhmanns Werk Politische Theorie im Wohlfahrtsstaat).

7 Editorial Manager

Seit Ende April 2016 bietet die ZfVP die Möglichkeit, Manuskripte über unser neues Online-Submitting-System von Springer einzureichen. Hierüber werden in Zukunft alle unsere Neueinreichungen bearbeitet, seien es Manuskripte für das Begutachtungsverfahren, Literaturberichte oder Rezensionen. Autorinnen und Autoren sowie Gutachterinnen und Gutachter können sich über eine einfache Registrierung für das System freischalten lassen. Dort finden sich auch unsere Autorenhinweise, die vor einer Einreichung zu beachten sind, damit die Manuskripte den ZfVP-Standards entsprechend eingereicht werden können. Insgesamt soll die Einführung des Editorial Managers zu einem noch besseren Ablauf zwischen unseren Autoren, der Redaktion sowie dem Verlag im Hinblick auf den Produktionsprozess beitragen.

8 Gero-Erdmann-Preis für vergleichende Area-Forschung

Schließlich möchten wir darauf aufmerksam machen, dass der „Gero Erdmann-Preis für vergleichende Area-Forschung“, der Förderpreis der ZfVP für Nachwuchswissenschaftlerinnen und Nachwuchswissenschaftler, erstmals im Rahmen des DVPW-Kongresses 2016 in Heidelberg vergeben werden wird.
