Abstract
In this paper, we report a study on how property taxes influence land use change decisions of Georgia private landowners. We analyze National Resources Inventory plot-level land use data and county-level socio-economic data using a panel random parameter logit model. Our results indicate that property taxes have significantly negative impacts on private landowners’ land-use change decisions, but these impacts are relatively small.
