This paper began as a project for an NEH Summer Seminar on the Philosophy of Biology (1989). The seminar was conducted by Professors Marjorie Grene and Richard Burian, who since then have never failed to provide critical guidance and encouragement. My colleagues Richard Arthur and Phil Gasper read the paper in whole or in part and provided useful comments.
