Sino–EU Cooperation 2.0: Toward a Global “Green” Strategy?

Abstract

Based on an in-depth reading of policy documents and official speeches, this article examines global coordination and cooperation between the People’s Republic of China (PRC) and the European Union (EU) in the fields of global (green finance) governance. The article follows a three-step approach: It starts with a short evaluation of the PRC’s reconfiguration of its relations with the EU as embedded within China’s refined “global” strategy. As a second step, it sheds light on the EU’s recently updated response to China, before finally turning to both actors’ efforts to coordinate their “global” strategies. It argues that the position change of the USA facilitates the formation of new modes of Sino–EU coordination, especially in the innovative field of green (financial) governance. However, uncertainties about each other’s long-term orientations and normative ordering principles still overshadow the further deepening of their strategic partnership.
