Abstract
Central government established a mandatory planning function for designated local planning authorities with the Town and Country Planning Act of 1947. In Oxford, some substantial landowners were also in a position to produce small development plans. Land, in combination with capital and labour, is one of three essential prerequisites of production. Development planning therefore illustrates an important aspect of, particularly, the local state’s role in private and public production.
