Definitions
Community development refers to a cultural, socioeconomic, and environmental process where community members come together to take collective action and generate solutions to problems (Ribot 2002).
Governance denotes the mechanisms required to balance the powers of the members (with attendant accountability), and their main obligation of increasing the success and sustainability of the organization (Patsias et al. 2013).
Local authority refers to an administrative body in local government area (Connor 2007).
Local government is a form of public administration which, in a majority of contexts, exists as the lowest tier of administration within a given state (Rondinelli 1999).
Public participation refers to processes and initiatves through which communities influence and develop public decisions and policies with local government elected leaders (Bruch and Filbey 2002).
