Abstract
This chapter examines major change processes in health delivery systems and programs. Using the work of the President’s New Freedom Commission as an example of a significant transformation, the process that enabled a consensus to emerge and the production of a ground-breaking report is examined. The major elements identified in this process can be applied to most organizations engaged in redefining their purpose and practices. Beyond planning and recommendations, implementation may be the biggest challenge, where organizational leadership must build consensus among diverse stakeholders. An example of a successful implementation of a transformation to recovery-oriented services is presented. The chapter concludes with a consideration of major transformation challenges and opportunities. Medical necessity determinations and anti-racism actions are examined in some detail.
