Structure of Higher Education System
Higher education is offered by public and private institutions. All higher education (HE) institutions are governed by the Law on Higher Education (2007). Universities offer up to third cycle study programmes; higher schools and professional colleges offer mainly first cycle and sometimes second cycle programmes. Research is carried out mainly in universities, but higher education schools and professional colleges may carry out research in Arts, Sports, etc., depending on their statutes. Study programmes are offered full-time and part-time, distance learning is also available. Admission. The National Exam Agency, under the Ministry of Education and Science, governs admission procedures. Admission to all public and private HE institutions requires successful completion of secondary education and the 4 State Matura Exams.
