Structure of Higher Education System
Higher education is provided by public higher education institutuions, established by law; government-subsidized institutions, established in accordance with an agreement between the Government and its partner; and private institutions, established by an individual or an association of persons in accordance with the law. Public institutions are placed under the supervision of a public organ provided for by the law of its establishment; government-subsidized institutions are placed under the supervision of a public organ determined by the agreement under which it operates; and private institutions are supervised by an organ determined by its owner. Institutions enjoy autonomy with respect to teaching, research, administration and management of human and material resources in accordance with relevant laws, and are managed in general by a Council and Vice-Chancellor.
