Structure of Higher Education System


On 22 October 2003, the Assembly of Montenegro adopted the new Law on Higher Education. The Law was drafted according to the objectives of the Bologna Declaration. Its overall goal is to give higher education institutions maximum autonomy in their activities, particularly in the academic field, with minimal mediation from the State, except when requested to protect the public interest. The mission of the university becomes to educate young people to be qualified citizens in a democratic society and a qualified workforce in the European labour market. Degrees and diplomas are delivered according to the Bologna standards. The first generation of students under this system was enrolled in the academic year 2004/2005.
