Introduction

In his keynote addressed to the attendees at the Comparative and International Education Society (CIES) Conference in March 2015 in Washington, DC, the Egyptian economist Samir Amin, who is well known for his scathing critiques of global capitalism and Eurocentric views of history, culture, and knowledge (see Amin 2010, 2013), presented a tableau of human capacities that refuses to assign more knowledge and achievement credits to any one group or region of the world. In Amin’s reading of the situation, while there may be a tiny minority of what might be described as gifted (about four percent in the world in his estimate), and bout the same number of intellectually challenged individuals, over 90% of all humans, irrespective of where they reside or their origin, have the same potentialities.
