To prepare for tourism planning, improve its overall level, achieve scientific, forward-looking, and effective tourism planning and promote the sustainable development of tourism, the National Tourism Administration promulgated the General Specification for Tourism Planning in 2003. This document clarified the definitions of tourist areas, tourist source markets, tourism resources, tourism products and tourism capacity. It also stipulated the principles, procedures and contents of tourism planning and the methods of assessment, and it proposed the composition and requirements of tourism planning personnel and reviewers. It is a normative document for the formulation of tourism development plans at all levels and the planning of tourist areas.
