Introduction

Malaysia has placed leadership at the heart of its educational reform strategy. Concerns about its low position in international league tables triggered the preparation and publication of the Malaysia Education Blueprint (2013–2025), the contemporary policy document driving the government’s ambitious plan to enhance educational outcomes. The Blueprint acknowledges that the quality of school leaders is the second biggest school-based factor in determining student outcomes, after teacher quality. This emphasis is reflected in shift five of the Blueprint, Ensure High-Performing School Leaders in Every School.

The international evidence clearly shows that strong school leadership is…required to produce significant improvement in school achievement…. The effect of an effective principal is significant. Research shows that replacing an average principal with an outstanding one can improve outcomes by up to 20 percentile points (MEB, pp. 5–13).
