Introduction

In 1996, the United Nations Educational, Scientific and Cultural Organization (UNESCO) asserted that learning is a treasure because learning enables people to develop self-awareness and deal with new situations arising in their work and community lives. In the Fourth International Conference on Adult Education (1985), learning was recognized as a fundamental right, which is not only the core of all educational activity but also the factor transforming humans from objects at the mercy of events to subjects who create their own history. Learning shapes an individual’s ability and identity to function in community or society (Jarvis 2012). The value of learning lies at the foundation of all humanity, and the importance of learning is highlighted in the educational policy in the international statement of UNESCO.
