Multi-layered governance; Polycentric governance

The idea of multi-level governance emerged in the political science and public administration literature as a model to describe the policy processes leading to European integration (Marks et al. 1996). It refers to the dispersion of authority away from the central government resulting from the reallocation of power upward (to the EU), downward (to the regions, local authorities), and sideway (to public/private networks) (Hooghe and Marks 2001). Based on the premise that European integration does not menace the autonomy of nation-states, this model challenges the state-centric governance perspective.

Multi-level governance sees European integration as a process in which authority and policy-making are shared across diverse political dimensions – subnational, national, and supranational – meaning that the locus of political control has moved out of the hands of states per se (Ansell et al. 1997).
