Zusammenfassung
Im Rahmen der deutschen Raumplanung findet das stadtregionale Flächenmanagement durch Abstimmungen zwischen Akteuren auf mehreren Ebenen statt. Wendet man eine Mehrebenen oder Multi-level Governance Perspektive auch auf Planungssysteme in anderen Ländern an, werden schnell unterschiedliche Herangehensweisen an die Integration von Entscheidungen zwischen der lokalen und regionalen Ebene in der Frage der Ausweisung von Flächen deutlich. Der vorliegende Beitrag stellt das stadtregionale Flächenmanagement in Deutschland in einen internationalen Kontext und untersucht mit einer Multi-level Governance Perspektive für drei Regionen, wie die „Spielregeln” im Planungssystem die Interaktionen zwischen den Akteuren vorstrukturieren. Die drei Fallstudien sind die Region Stuttgart (Baden-Württemberg), die Puget Sound Region (Washington State, USA), und die Region Vancouver (British Columbia, Canada). Im Kontext der nordamerikanischen Planungssysteme lässt sich dabei für die deutsche Raumplanung beobachten, wie Integrationsmechanismen die Flächennutzungsentscheidungen auf lokaler Ebene zu einem gewissen Grad vorstrukturieren und dabei die Reduktion der Flächeninanspruchnahme unterstützen können.
