Definition

The welfare state is both a component of government that implements social policy as well as being intrinsic to its social policy. It is often referred to as a system of government concerned with social rights, which functions in order to maintain citizens’ well-being. A welfare state sometimes refers to a country that is identified with the operation of its welfare state system. Welfare states were originally established to ameliorate the negative impact of the market on citizens, to protect citizens from poverty and economic exclusion, and to guarantee basic standards of living and basic human services. The welfare state does not exist as a consistent model adopted by all governments as it relies on core political and economic commitments and specific political philosophical views; therefore, its strength and impact can vary greatly from country to country.
