Definitions
Official Development Assistance (ODA) denotes aid from sovereign states (so-called “donor” countries) destined to promote development in developing countries found on the Organisation for Economic Co-operation and Development (OECD) list of “developing countries and territories,” delivered either bilaterally or through a multilateral agency (such as the United Nations or a multilateral development bank), and comprises of grants, so-called “soft” loans with a concessional grant element and technical assistance. It excludes financial facilities such as credits or loans for military purposes (OECD 2020a).
