Definitions
The concept of gender equality signifies that “all men and women are free to develop their personal abilities and make life choices without the limitations set by stereotypes or prejudices about gender roles or the characteristics of men and women” (International Labor Office [ILO] 2000). It amounts to recognition of the fact that the different behavior, aspirations, and needs of women and men are considered, valued, and favored equally. However, gender equality should not be construed as if women and men have to become the same. It actually means that rights, responsibilities, and opportunities of men and women will not depend on their gender (ILO 2000; Mencarini 2014).
Concept of gender equality is different from the concept of gender equity which means “fairness of treatment for women and men, according to their respective needs and interests.
