A Refugee is a displaced person who has been forced to cross a national border and cannot return home due to persecution for reasons of race, religion, nationality, political opinion, or membership of a particular social group (UN 1951, 1967). This is the legal definition, shaped by the United Nations in the European post-second world war context, signed by 148 countries (UNHCR 2015), and in force until today.

The contemporary etymological definition of the term refugee was first placed in the seventeenth-century France. The word refugee as well known today in the English language comes from the French word réfugié and the verb réfugier. From that historical context, réfugiéwas applied to people of Protestant belief who were forced to leave France due to persecution by the French Catholic monarchy of King Louis XIV, who imposed Catholicism as the only belief formally accepted from the French people.
