Definitions

A learning bureaucracy refers to continuous efforts by the government to enhance government performance through systematic learning endeavors.

Introduction

A learning organization refers to an organization that encourages and facilitates learning in order to continually transform itself to enhance its capability (Senge 1990). It also can be generally defined as an organization skilled at creating, acquiring, and transferring knowledge (Garvin et al. 2008). Importantly, “learning organization” can be distinguished from “organizational learning” because organizational learning refers to a system-level entity of learning, while a learning bureaucracy refers to the process of learning within organizations (Fenwick and McMillan 2005). To sum up, a learning bureaucracy refers to continuous efforts by the government to enhance government performance through systematic learning endeavors.
