Definition

Collaboration is a strategic response to changes in environmental conditions. Collaboration is a joint activity by two or more organizations intended to create public value by working together rather than separately. It is a governance strategy used to achieve direction, control, and coordination of individuals and organizations with varying degrees of autonomy to advance or pursue joint objectives. It involves more than the configuration or network of public and private organizations. Collaboration can involve formal agreement between parties, pooling of organizational and financial resources, creating and observing administrative rules, routines, and structure to facilitate and coordinate joint action. Therefore, collaboration is relational and political and involves bargaining, negotiation, and compromise.
