Definition
The territorial management control organizes and controls economic management of a local public service, defining the objectives, business indicators, and performance measurement. It optimizes financial profitability and helps locally elected officials to define the overall strategy.
Introduction
Taking up the concept of the role coming from sociology, management sciences used it to study the territorial management controller, as an actor. The description of the role of the management controller takes more particularly the concepts of the theory of the agency, by articulating two approaches: the contractualist approach positions the controller as a supervisor of the indicators of the performance, like a cost killer, and the conventionalist approach places the role of the controller on the dissemination of information, as a business partner.
