Historical Perspective

Brazil was one of the pioneers in the introduction of social protection schemes in Latin America. To that end, the first law was enacted in 1923 (covering railroads workers). Coverage was progressively expanded to other professional categories – commerce in 1934 and industry in 1936 (SSA/ISSA 2017). By the 1970s, virtually all professional categories had been included in the law (Brumer 2002). Its main characteristic was the delivery of social protection almost exclusively through social insurance, that is, a contributory form of social protection, usually related to labor force participation in the formal market.

The norm in Latin America was the development of a radical form of conservative welfare regime (Esping-Andersen 1996), and Brazil was no exception.
