Introduction

Kazakhstan is a highly centralized unitary state system which, for various reasons, has pursued decentralization more than once since gaining independence in 1991. In doing so, Kazakhstan has established its own model of local government, institutionalized in law and policy, which divides responsibilities and powers with the central government and grants citizens a specific form of local self-government, including the right to take small-scale budgetary decisions within their areas of authority.

Local government in Kazakhstan is principally codified in law by the Constitution of Kazakhstan (1995) and by the Law on Local Public Administration and Self-Government (2001; hereafter the Law). In addition, local government is affected by various policy documents and most recently decentralization objectives are set out in the national development plan, Strategy...
